Police Clearance Certificate from Mumbai

Neeraj has been waiting on his Police Clearance Certificate from Mumbai CID Special Branch Office since the second week of April. They had said that it would be done by today only. Neeraj called them to find out if it has been done, and they said that it will take another day, but if he wants it done today, then he can give them extra money (bribe), and he can come and pick it up today.

After negotiation, the police officer accepted at Rs. 1700 (he was initially asking Rs. 2500). He told Neeraj to meet him at the restaurant near the CID office at Churchgate, and then he will take the money there.

After that was done, they went to the CID office to collect the certificate itself. It was signed by a higher authority, the Commissoner, but read what it says:

There is no adverse information against VERMA Neeraj KUMAR holder of India Passport No. E-123456 issued at Lucknow on 28/11/2001, during his stay at Mumbai since Aug-2003 till date, which would render him ineligible for grant of travel facilities including visa for U.S.A.

At your first reading, what are your thoughts? If you were the Consulate officer, how would you interpret this? Think about it before you click on the more button below.

So the officer says that this is their standard form. There is a double negative (no adverse information and ineligible) which would then be a positive. So its saying that there is nothing against him that would cause him to be ineligible.

The language is so horribly written that at first thought, one would think that its saying that Neeraj is ineligible for travel facilities including visa. Very poorly written, and what Neeraj thinks is that they have a standard form that someone must have written a long back, and they are still using that. He was also told by the police officer that he wouldn’t have any problem with the visa, because this is their routine work — Consulate office has seen these forms.

We don’t want to have any issues with the Consulate at all. But how would we go upon getting this stupid thing fixed?? Well, the only idea that Neeraj and I have gotten is that he is going to go to the Consulate tomorrow, show them the form, and find out what they think. After all, they are our ultimate approver, and we need to be sure that they accept the form. We really can’t go back to the CID office because why would they want to change their standard form just for Neeraj? :roll:

What a mess:!: Excitement overwhelmed us that finally we got one thing done, and then boom :!: we hit reality of India. :banghead:

    spoke to Neeraj last nite… was a lil drowsy then :P i think its alright… it simply means no information/case with police against Neeraj.

    well once u r done with all this u better write a “Guide to get ur fiance to US” and post it… am sure there are toooooooooons of ppl who would want that info…

    They are utterly stupid people V! :irked: Anyway, the most updated news I have is that Neeraj went to the Consulate today with the certificate, and they said it was ok. :yes: So we are not worried at this moment. :smile:

    But I think, Neeraj was issued the certificate on wrong form… :irked:

    Am not sure if I understand you Ankur? :roll: What do you mean by wrong form? It has the stamp of the CID, and also the sign of the Commissoner. :yes:

    I was thinking… the department must be having two forms… one with the words ‘Eligible’ and one with the words ‘Ineligible’. And they issued a wrong form….

    But now I got the right sense :duh: …. it means:

    There is no adverse remark…. which may render him ineligible :yes:
    i.e. He can’t be declared Ineligible as there is no adverse remark against him.

    Yup Ankur even I had thought the same thing as you the first time. Only later did we find out that they were saying the same thing in a different fashion. :duh:

    But Consulate people say its ok, so no tension. :yes:

    The problem persist in US too.. I got back the same text (in April 2008) when receiving it from Indian Counsalate in New York.
    Wondering how these guys got appointed with such a poor english.
    Can some one get back if there are no issues using this form?
